IntroductionThe “All Its Citizens” party views equal political participation of women not as a representational or symbolic matter, but as a fundamental condition for building a democratic, just, and safe society for all its citizens. The low rates of women’s participation in politics—particularly Arab/Palestinian women who are citizens of the state—do not stem from a lack of ability, qualifications, or willingness. They are the direct result of a heavy social, psychological, and institutional price imposed on women who choose to enter the political arena.
The Political Sphere as an Unsafe SpaceThe public sphere in Israel is not a safe space for politically active women.Women face defamation, delegitimization, verbal and digital violence, and systematic personal attacks—without sufficient mechanisms of protection, enforcement, or accountability. The political system itself relies on closed structures, male power networks, and a lack of internal oversight mechanisms, perpetuating exclusion and distancing women from decision-making centers.
Core Principles
The “All Its Citizens” party affirms that:
The exclusion of women is a direct violation of the principle of equal citizenship.
A democracy that does not protect women in the political arena is an incomplete democracy.
Political security for women is an integral part of civil security and human rights.
Party Commitments
The party commits to:
Meaningful female representation in decision-making positions, not merely in the media front.
A zero-tolerance policy toward exclusion, harassment, and violence—within party frameworks and by its representatives.
Creating a safe, supportive, and protected political space for women leaders, with particular emphasis on young women.
Linking women’s political participation to the principle of full and equal citizenship.
Conclusion
There is no state of all its citizens without a politics that protects its women.Women’s participation is not an addition, not a gesture, and not an ornament—it is the foundation of democracy.
Accordingly, we are working to advance binding legislation stating:No party may run for the Israeli Knesset without ensuring a reserved placement system of 50% women and 50% men on its candidate list.
This is not a privilege—it is a right. This is not affirmative action—it is a necessary democratic correction.
